Part One - The Right Questions



The CRTC is in the process of determining whether the definitions and rules set up in the Broadcasting Act, last revised in 1991, apply to content and services in the �New Media�. Their mandate, to protect the nationalized Canadian broadcasting system, could have many repercussions for how content on interactive platforms is funded and distributed in Canada in the future.

But are they asking the right questions? Is the commission properly equipped to create regulation for the Internet? If so, what kind? If not, who should be charged with creating a plan to ensure Canadian products and services can compete in the highly competitive global marketplace?
